    Keeps the tooltip off a touch screen, where there is no hover to open it with: the tap that presses the button opens it instead, and it then sits over whatever the press brought up until something else takes the focus. For a button whose meaning is already plain where it stands. The label is still given to assistive technology, which is what the tooltip was carrying it for.
